Scope of Services

TM & Associates, Inc. provides a cohesive planning and delivery effort, acting on our Client’s behalf.  Our construction management services are divided into three main categories:   

  • The Planning, Design, & Pre-Construction Phase;
  • The Construction & Delivery Phase; and
  • The Post Construction/Closeout Phase.

1. Planning, Design, & Pre-Construction Phase

TM & Associates, Inc. assists the Client with clearly defining the scope and budget of the project. Our Construction Management Team can be used as a sounding board in providing information and analyzing alternatives for both the architect/engineer and Client. It is in working through and under the direction of the architect/engineer during the design and planning stage that maximum value can be added to the project (i.e., space used, energy efficiency, design, mechanical systems, structural integrity, and market value). The assistance provided by our Construction Management Team during this phase includes:

  • Consulting with the Client to fully develop a program document to meet the functionality needs of the Client’s business.
  • Assisting the Client with selection of design team, as well as, general contracting firm.
  • Assisting with the administration of all professional services agreements, tenant lease agreements and construction contracts related to the project.
  • Participating in the planning phase to assist with facilitating the team’s project execution.
  • Assisting the architect/engineer in defining the Client’s needs and setting the project criteria.
  • Teaming with the architect/engineer(s) to provide a value/cost analysis to the Client, tailored specifically around the Client’s objectives.
  • Advising the Client of “value-add” construction methods, materials, and structural components as the project plan matures.
  • Reviewing environmental, geotech, and all other pertinent property reports specific to the project (provided by the Client).
  • Assisting with bid packaging and coordination with the architect/engineer.
  • Establishing operational/accountability procedures for the project.
  • Organizing responsibilities and work flow projections.
  • Assisting with bid assessment, qualifying, and providing the Client with recommendations.
  • Assisting with awarding of contracts.
  • Assisting with contract review and execution.
  • Attending all necessary governmental hearings, design/planning meetings with architect/engineer, general contractor, and any other consultant(s) contracted for the project during the schematic design, design development, and construction document stages of project delivery.
  • Assisting with finalization of project design and planning decisions.
  • Assisting with achieving the necessary governmental entitlements to develop the project.

2. Construction & Delivery Phase

Our Construction Management Team assumes one of the responsible leadership roles on the project team, focused on delivering the project within the agreed upon plans, specifications, and budgets.  The Construction Management Team is an agent and a liaison for the owner in respect to all activity involving the construction of the project.  Services provided by the Construction Management Team during the Construction Phase include:

  • Assisting with obtaining all applicable Client project insurance policy coverage.
  • Ensuring a central control file of all design, engineering and construction documents, including contracts, plans and specifications is maintained for the Client.
  • Providing regular on-site construction administration, to inspect and monitor the progression of the project (i.e. liaison with architect, consultants, contractors, project managers, site superintendent or any others tasked with the responsibility to deliver workmanship to the project).
  • Ensuring that the project’s work is being carried out in the proper order and that all workmanship is being completed to a best practices standard.
  • Assisting with the development and adherence to the established construction schedules.
  • Approving general contractor payment applications with subsequent Client approval prior to the Client’s release of funds.
  • Managing project budget (i.e. maintaining project cost accounting and cost control records).
  • Preparing and reviewing with the Client monthly status reports as follows:
    • Cost vs. Budget.
    • Construction progress vs. Schedule narrative.
    • Change order summary.
    • Quality of workmanship review.
  • Administering change requests and subsequent general contractor change orders initiated and ultimately approved by the Client.
  • Preparing punch lists in advance of completion and establishing management systems for correction of any deficient work by the appropriate contractor.
  • Monitoring on-site worker adherence to general contractor safety programs.
  • Assisting the Client/architect/engineer with selection of the surveyor and testing labs.
  • Ensuring that all major building equipment systems are commissioned to the Client’s standards with appropriate certification, if applicable.
  • Obtaining for the Client all building equipment, operating manuals and warranty information, and coordinating startup with Client training of the building systems with the Client’s appropriate operational personnel.
  • Finalizing accounting on construction contracts, recommending retainage release, and obtaining final lien waivers.

3. Post Construction/Closeout Phase

On behalf of the Client, our Construction Management Team focuses on the thorough project closeout, thereby assuring the Client of the successfully completed project and the protection of the owner’s asset. Services provided by the Construction Management Team during the Post Construction/Closeout Phase include:

  • Assisting to reach Substantial Completion in a timely manner.
  • Assisting with the issuance of a Certificate of Occupancy.
  • Assisting the Client as “move-in” coordinator for occupancy.
  • Reviewing all operational systems commissioning documentation to ensure they achieve the Client’s project requirements and expectations.
  • Obtaining from architect/engineer and general contractor all “As-Built” provided information and reviewing same for accuracy.
  • Reviewing all warranty information for accuracy and completeness.
  • Providing owner with a construction management closeout information reference book.
